Sometimes gangs find themselves completely outmatched by their opponents but that doesn’t mean that underdogs don’t have a few tricks up their sleeve.

These cards are designed to add a level of parity between two gangs that are seriously unmatched ‚ “ the 13 Underdog cards can be used by any gang whose Gang Rating is at least 400 credits less than their opponents. There are also 12 new Gang Tactics cards that can be used by any gang.
